A RESOLUTION CLARIFYING PLANNING REVIEW PROCESS FOR LAND USE APPLICATIONS

WHEREAS, the City of Grant provides for review of land use (conditional use permit, major subdivision, minor subdivision and variance) applications by the City Planner and the Planning Commission; and,

WHEREAS, the city of Grant wishes to provide applicants with efficient and cost-effective service; and,

WHEREAS, the City of Grant recently has shifted contract planning responsibilities from Washington County to a private contractor, OSM; and,

WHEREAS, the Planning Commission of the City of Grant has requested refinement and clarification of the review process.

NOW, THEREFORE, be it resolved by the City Council of the City of Grant as follows:

1. That OSM review and/or provide advice and assistance only to those applicants who have submitted a completed application form and all applicable fees.

2. That individuals who seek advice and assistance prior to submitting an application form and fees will be referred by the City Clerk or by OSM to a member of the Grant Planning Commission and/or City Council. These individuals also may appear before either body for an informal discussion of their plans. In either case, OSM is not authorized to provide direct assistance to individuals or to charge for such service until such time as the individual has submitted a completed application form and fees.

3. That OSM is authorized to conduct site visits as deemed necessary. It is anticipated, for example, that variance requests will ordinarily require a site visit.

4. That OSM is directed to provide estimates of escrow for each of the four types of land use requests, with or without site visits, in time for a review at the October 6 council meeting.

5. That, based on these estimates of escrow provided by OSM, the Planning Commission and City Council will review the adequacy its current fees and fee policies at its October 6 council meeting.

6. That, in order to assure adequate time for a complete and thorough review, the deadline for reviewing land use requests at meetings of the Planning Commission each month shall be the date of the City Council meeting earlier that same month. The City Clerk shall provide a completed application and packet to OSM at that time.
